This PR is almost necessary for a sane setup because the 1.* version of typescript-eslint has some awful performance bug when parsing .vue files that has since been fixed in the 2.* versions somewhere |

These are some fixes I have had to employ to get this extension to work out of the box on a fresh install with the latest typescript-eslint and typescript version.
