The pull request introduces the following:

Renames valut-utils to quarkus-file-vault-cli to align with the naming convention used in the cli.
It turns the cli to an uberjar (didn't work for me without it).
Adds the cli to the plugin metadta for automatic disvoery by the quarkus cli.
Updates the documentation explaining how to use as cli plugin and how to build and use locally.
