Follows Qiskit/rustworkx#1001 to update the release CI workflow to use PyPI's trusted publisher mechanism.

I don't see an entry on the qiskit pypi user account for this package. Looking at: https://pypi.org/project/qiskit-scheduling-extension/ it looks like you publihsed under your own account. So you should be all good to setup trusted using your user account whenever you're ready. The docs for this are here: https://docs.pypi.org/trusted-publishers/
