This Draft PEP proposal is a prerequisite to implement pypa/pip#609, and has been created following a discussion on discuss.python.org/c/packaging.

It is supported by a proof a concept implementation in pip: pypa/pip@master...sbidoul:pip609-sbi

It is largely inspired by the Source URL concept in PEP426.

This PEP has no sponsor and has not gone through a round of discussion on distutils-sig yet, so I'm closing the PR until it's closer to being ready for inclusion in the PEP index.
