Note: reveal_type(1) # type: ignore is problematic, because it silences the output. So, I've added some docs to advertise not doing so.

Diff from mypy_primer, showing the effect of this PR on open source code:

vision (https://github.com/pytorch/vision): typechecking got 1.31x slower (44.0s -> 57.5s)
(Performance measurements are based on a single noisy sample)

Flaky macos + 3.8 build strikes agains :(
I am going to merge this, any further docs changes can be made in separate PRs if needed.
