[3.11] gh-108851: Fix support.get_recursion_available() for USE_STACKCHECK

USE_STACKCHECK on using on Windows 32-bit.

• Issue: test_tomllib.test_inline_array_recursion_limit() failed on wasm32-wasi 3.11 buildbot #108851

@zooba: FYI I fixed test_support and test_tomllib without touching USE_STACKCHECK macro nor ceval.c. I just adapted support functions and test_support.
