Add OverlappingMarkerSpiderfier Plugin (#2033)

* feat(plugins): add OverlappingMarkerSpiderfier plugin for handling overlapping markers

* docs(plugins): update overlapping_marker_spiderfier to align with plugin conventions

* docs(overlapping_marker_spiderfier): add class description

* refactor(plugin): simplify marker and popup handling in OMS

* fix: resolve pre-commit issues

# OverlappingMarkerSpiderfier

The `OverlappingMarkerSpiderfier` is a plugin for Folium that helps manage overlapping markers by "spiderfying" them when clicked, making it easier to select individual markers.

## Using with Markers
