Changes proposed in this Pull Request

1. Add services oil emissions
2. Add services gas emissions
3. Add residential gas emissions
4. Add residential heat gas emissions
5. Add industry coal emissions
6. Allow custom water costs
7. Remove bus2 from Biomas EOP: to exclude biomass emissions to the atmosphere.
8. Remove bio_share in Land transport emissions that was used only for the case of Brazil.
