Instance in same Context repairing

Instances in Maya that are turned off do not get repaired by the Instance in same Context.

Also since its a context validator, the repairing is not finding the errored instances (cause they havent errored).

we've discussed this internally and we believe that we shouldn't be touching disabled instances at all. If they are disabled, they won't be published in a wrong way.Also if you then enable it, it will be validated and fixed.
