Summary of changes
Recently
macos-lateston Github Actions started failing for Python 3.8 and Python 3.9.This is due to actions/setup-python#850, actions/setup-python#696 (comment).
The changes implemented here follow the same approach as in python/peps#3763.
(I just want to get the tests running for now, we can change to a proper fix later)
