the support plan is to have a filefinder extra and a separate pypi package for the file finders

feedback for the idea is direly needed

projects using it would simply depend on setuptools_scm[filefinder] to keep the complete behaviour

setuptools_scm would warn if the current workingset does not contain the file finder and no MANIFEST.in exists
