Indexes should be used in the order defined

Or so say I, anyway. :^) I'm using a local PyPI repository for a project, and would prefer that pip always use it if it contains the package in question.

I've created a fork that preserves the order of package sources: https://bitbucket.org/fairview/pip.

I have been bitten by this as well, to the point where server deployments have
failed as a result. Please consider this my vote for accepting the above pull
request.

Please just close this one. It's been open two years; clearly it's not something that's widely needed. I don't even need it myself any more; I just make sure my local PyPI repo is complete.
