Preview: Character Implants

This pre-release focuses on a new feature for pyfa: character implants!
- In the character editor is a new tab creatively called Implants. It is here that you can add implants to your character.
- There is now a toggle in the implant view to toggle between fit-specific and character implants. This is helpful if you want to theorycraft a fit with future possible implants.
- By default, all fits still use their specific implants - you must manually select character implants. However, this choice is persisted in the database.
- Fit implants can be turned on/off. Character implants cannot (please try to break this =D)
- All 5 and All 0 are still restricted - You should not be able to add implants to these characters.
This pre-release is to get feedback and test basic functionality. So far this has only been test in Windows, GUI funkiness may happen on other platforms, and I am interested in knowing about these. Implant "sets" are planned and will be configured in a separate window, and you will be able to apply these sets to your character or fit.
The possibility of importing implants from API, as well as adding jump clones for characters, are being evaluated. No promises on if/when.
