Please package testsuite to the distribution tarball

I would like to fix packaging for OpenSUSE, but your release tarball does not contain the tests directory. Could you please distribute it as well?

We'd be happy to do this (I think? Are there any downsides?) but I do not know how to do this! If others want to give it a shot, please go for it!

I meant just adding something like

recursive-include tests *

to MANIFEST.in. You need to test with python3 setup.py sdist what is included (I think it has precedence over excludes, but not sure), and you may end up with something like

recursive-include tests *.py *.pem *.der *.b64 README *.pgp *.dat *.p7* *.crt *.txt

(from my M2Crypto MANIFEST.in).
