Move alias creation from `microapps-publish` to `deployer-svc` #299

Should be backwards compatible
- microapps-publish will continue to create the version and alias if the deployer-svc version does not support alias creation
- If deployer-svc is capable of creating aliases then microapps-publish will use that
Fixes v0.3 - microapps-publish - Move Alias creation to deployer-svc #271

- Should fail to deploy as deployer svc will fail when it receives a Version not an Alias
