fix ruff style, update prefect integrations

• Repairs a couple ruff style things to get CI passing again.

• Prefect moved the sqlalchemy code to an integration... so we had to change how we use it.

• resolve prefect timeout error in test (see Allow setting PREFECT_SERVER_EPHEMERAL_STARTUP_TIMEOUT_SECONDS for prefect_test_harness PrefectHQ/prefect#15075 and 3.0.0rc14 or 3.0.0rc15 starts prefect server on every app start PrefectHQ/prefect#14878)
