- We've now made a release of the upstream test provider so this shouldn't fail. - This will let us test the upgrade-provider tool in an isolated setting.

Give us a little more control so we can test pre-release versions before rolling out to all providers. This hasn't deployed to the xyz provider because the xyz provider currently excludes the upgrade-provider workflow. I've set up a manual test instead in the xyz provider: - pulumi/pulumi-xyz#510

Enable the upgrade workflow
Test pre-release ci-mgmt so we can specify upgrade-provider versions.
