New command for bulk import of reload tasks

Similar to how master items can already be imported, it would be convenient to be able to do bulk imports of reload tasks.

Might be tricky/require lots of work... Reload tasks are rather complex as they can be triggered in several different ways, have one-to-many and many-to-one relations etc.
We'd need to find a way to represent this in an Excel file in a good way. But it would be useful even with a basic import feature, might want to start there.
