What does this PR do? Why is it needed?
This PR removes old, generated pb.go files in Prysm. Prysm can only be built using the bazel build system, making it unnecessary to maintain old pb.go files that go stale and cannot be imported as they are not go-gettable anyways. This PR helps reduce clutter in the code-base and eliminates one more thing we have to worry about otherwise.
