I'd say preemptively I'd be inclined to remove the version control from these methods and avoid the error return.

This PR integrates ePBs into the beacon state implementation by building on top of Electra State, adding seven new fields to the state trie. There should be eight, but one is a replacement header. It supports both experimental and default states. Setters and getters have been verified according to the consensus spec. I've added only the necessary ones, but please double-check.
