What does this PR do? Why is it needed?
PR to add Web UI automation CI. It is an Github actions workflow gets rid of manual the steps to create a Web UI release in favour of CI. It will build and create a release from only master branch.
Release notes will need to be written in CHANGELOG.md for automation's sake
