Fix gcc error: comparison of unsigned expression in '>= 0' is always … #8309

This fixes the following build error:

Indeed gcc is true, comparing size_t value >= 0 is always true.

Hi @acozzette,

I see one build failure for MacOS Ruby however when I click the link i can't see any build information. I doubt removing this assert can have any effect anywhere, especially if all other builds are green. Is it ok to merge this pull request despite the failing build ?
