Describe the bug
See attachment, in case API keys are disabled, there is a double horizontal line in the user menu.

To Reproduce
Steps to reproduce the behavior:
Enable zot with authentication, but with API keys disabled.

Expected behavior
There is a single line between the username and the "Log Out" button.

Note the api key management should be shown between those lines if enabled. It's just that we show 2 lines even if api key management is not available.
