From investigating the flaky test I found the pool scheduling inside MTRDevice_Concrete to have an unnecessary dispatch from the setDelegate path, and that's what led to the original "also dispatch the 6th thing so it comes after the subscription attempts". Optimizing that out means the test doesn't have to dispatch either.
