Cleanup obsolete build steps for java-matter-controller

java-matter-controller is built against x64 and running on Linux, it is not built as an executable running on Android. Both android.py and host.py contains the same build steps for java-matter-controller, but only the build steps in host.py is used.

Cleanup all un-used build steps in android.py
