[Basic cluster]:Cleanup undefined commands from zap files

Problem

What is being fixed? Examples:

• Basic information cluster has no commands defined, all commands have been cleaned up in Update basic information cluster to align with spec #12695. But those commands definitions are still there in various zap files.
