[TestDiscovery] Enable back TXT key for Vendor ID and Product ID (VP)

Problem

The test outcomes for this step varies depending if the device broadcast the product id or not. There is no clear mechanism to express that in YAML and the test was made optional.
Then optional supports has been removed in #25016.
This test step needs to be enable again once there is a clear mechanism to express that the result can be 2 things or when the test plan is updated to reflect different capabilities for the DUT.

There is no PICS for this? Seems like there should be PICS for this, and two separate test steps, with different expected values, conditioned on that PICS...
