The only way to create an opcert with CATs for a device controller on Darwin right now is to provide all the certs, so you can provide the opcert. If the cert is internally generated and signed with a provided signing key, there is no way to indicate it should have specific CATs.
We should consider adding something to MTRDeviceControllerStartupParams to allow passing in CATs.
