[cmake] Common Cmake sources for Matter build (#25654)
* [lwip] Add skip LwIP init flag Add CHIP_SYSTEM_CONFIG_LWIP_SKIP_INIT define to skip LwIP initalization during network setup. The platform can provide its own LwIP initialization. This option allows skipping initialization steps in network setup e.g. in unit tests. Apply skipping LwIP initalization to Open IoT SDK platform.
