* Add lint rule for todo

* Add some exclude rules for the todo bot

* Fix slash in todo config string

* Fix lint rule exit code

* Fix repeated TODO in CHIPOClientCallbacks.cpp

* zzz generated uses underscore not dash

* Revert python changes due to zap regen
