Remove emberAfSetDeviceEnabled. (#23851)

This function does two things:

1) Write to afDeviceEnabled, which nothing reads.
2) If needed set the ZCL_DEVICE_ENABLED_ATTRIBUTE_ID attribute, which does not
   exist in Matter.
