Change in support of the layer

As highlighted here #8723 there will be major changes in the way this layer will be maintained.

Starting with kirkstone release end of April 2022, following changes will be made

• drop daily integration of upstream
• add know good revisions to the documentation
• drop support for dunfell/hardknott/honister branch
• drop support for ruby, php, lua and npm-based packages
• no more milestones
• infrequent tagged releases

If changes should be backported to one of the then unsupported branches it will require funding/help from the community.
Which could be

• a maintainer for other branches steps up
• computing power for testing and building those branches will be provided
• reasonable funding for a backport of a changeset is provided

As highlighted in the linked discussion I currently don't see any other option, but to change the maintenance model that drastically.
Unless there is substantial feedback from the users of this layer or other volunteers how to improve the situation
