Allowed collapsing coordinates with nbounds != (0, 2) (SciTools#4870)

* Allowed collapsing over coordinates with nbounds!=0,2

* Simplified test

* Added further tests for other warnings

* pre-commit

* Used unittest's assertWarnsRegex

* Added What's new? entry
