We now also use Cobra's built-in facility for deprecating flags. Factored command-line defaults for 'apidump' into symbolic constants, so they can be shared with 'learn'. Removed auto-generation of CI-specific Akita-internal tags on learn sessions. No recent models have this tag, so it's not being used.
