Describe the bug
From https://forum.pkp.sfu.ca/t/omp-categories-showing-html-entity-encoding-in-breadcrumbs/90731:

OMP categories showing html entity encoding in breadcrumbs (see screenshot).
This happens since we upgraded from 3.3 to 3.4

To Reproduce
Steps to reproduce the behavior:

  1. Create a category with an ampersand & in its name.
  2. Browse to the category's page
  3. Observe the escaped & appearing in the breadcrumb.

What application are you using?
OJS, OMP or OPS version 3.4.0
