Description

Follow-up on #2280. Publish "all" publications to MavenCentral. In this way both the Maven publications (e.g. new release artifacts) as well as the Relocation publications (only pom.xml files) are uploaded to MavenCentral. Note that the Relocation Publication for 0.51.0-FINAL does not contain the -SNAPSHOT suffix, so it suffices to run the snapshot release workflow. Once that is succeeded, the Relocation publication have to be removed from the source code.

Also the Relocation publication now contains the metadata and repository connections.

Checklist

Before submitting the PR, please check following (checks which are not relevant may be ignored):

  • Commit message are well written. In addition to a short title, the commit message also explain why a change is made.
  • At least one commit message contains a reference Closes #<xxx> or Fixes #<xxx> (replace<xxx> with issue number)
