*: Fix too long thread name make TSAN failed to run

What problem does this PR solve?

Issue Number: close #9043

Problem Summary:

As the issue describe, when the thread name is larger than 15 bytes, it will print message to std::err. This cause data race

What is changed and how it works?

Shorten the thread name to be within const char[15]
