Disagg: TiFlash may hangs when exiting

When deployed under disagg arch, the non S3 gc owner TiFlash wn may hangs forever

It is because that when EtcdOwnerManager::cancelImpl is called, client->campaign is still stuck on the RPC call and th_camaign.join() may never get return.
