ddl, statistics: fix stats meta missing when creating many tables at once

cherry pick #38301

If the stats meta is not inserted after creating the table, we insert it in DumpStatsDeltaToKV(use INSERT INTO ... ON DUPLICATE KEY UPDATE ...).
