What problem does this PR solve?

Issue Number: close #41156

Problem Summary:

The text of the execute stmt constructed in the ExecuteCommand is not initialized. This PR initializes it to the prepared statement text. This behavior is consistent with the MySQL.

What is changed and how it works?

Initialize the text for ExecuteCommand.
