What problem does this PR solve?

Problem Summary:
The fail-point of modifyColumnNotOwnerErr doesn't work.
And as issues.

What is changed and how it works?

• Fix failpoint of modifyColumnNotOwnerErr: update dxInfo.Name.O correctly.
• Fix Executing modify column statement gets ErrNotOwner when the owner is changed #39643: ErrNotOwner can't be set as Rollingback job.
• Fix Don't update next Key in cache lead to update the wrong next key to storage when modifying column interrupted #39644: Update the cache
