ddl: support alter table options for multi-schema change

Issue Number: ref #14766, close #36234

Problem Summary:

This PR supports alter the multiple table options in one DDL statement:

• ALTER TABLE COMMENT
• ALTER TABLE CHARSET/COLLATE
• ALTER TABLE AUTO_INCREMENT
