*: enable more flaky test

What problem does this PR solve?

Issue Number: ref #31716

Problem Summary:

What is changed and how it works?

Marks test as flaky.

If set, executes the test up to three times, marking it as failed only if it fails each time to fight unstable test.

the shard_num is the number of parallel shards to use to run the test. if set, test cases can run faster.
