2、add index
3、inject ddl owner network partition

add index can success

3. What did you see instead (Required)

add index task rollingback

the status of ddl job is not synced or running (now: 2023-12-13 11:43:05, jobId: 604, job type: add index /* txn-merge /, state: rollingback)
