1. Minimal reproduce step (Required)

  1. create partition table
  2. set tiflash replica for parition table.
  3. run backup
  4. run restore

2. What did you expect to see? (Required)

config wait-tiflash-ready works.

3. What did you see instead (Required)

if tiflash restore became slow for whatever reasons. br wait-tiflash-ready won't work for partition tables.

4. What is your TiDB version? (Required)
