Analyze might not be triggered for new table

Enhancement

In the previous TiDB, we will not analyze a table until it has no write operation in 1 min.

It seemed ok but when meet the partition table. If one partition analyze cannot be executed, we won't get the global stats of that table. And then the plan becomes strange.

So we might need to remove that check.
