If we can fix one test case per day, several weeks later the unstable tests will totally disappear.

If we can involve 10 members to participate, every one fix 2-3 issues, maybe 1 week is enough.

If we establish a mechanism to prevent new issues, and assign the cases to the original author,
we can keep the CI health in the long run.
