  1. What did you do?
    create placement policy in upstream

  2. What did you expect to see?
    drainer can ignore this ddl.

  3. What did you see instead?
    drainer down, and can not startup again
    [error="handle ddl job ID:61, Type:create placement policy, State:synced, SchemaState:public, SchemaID:1, TableID:0, RowCount:0]
    and can not ignore

  4. Please provide the relate downstream type and version of drainer.
    (run drainer -V in terminal to get drainer's version)
