PR contains two changes that were forgotten in unitShift:
Further a temporary fix is included, that converts the fuel prices loaded from a REMIND fulldata.gdx to USD2017 and
some code clean up that is not affecting the scenarios (demRedLow is not used anymore and can be deleted as well as SSP2EU + storage of loadFactro scneario Paramaters changed slightly)
