Steps to reproduce:

cd into existing project
composer require --dev phpro/grumphp

**Result:**
outputs "The configuration file could not be saved. Give me some permissions!"

Thanks for reporting @thiccnr!
It is indeed a bug that got introduced in 0.16.
I fixed it a couple hours ago in a local branch, will push it soon.

A temporary workaround is to specify a config path with the --config flag while running the command.

Hi. In which version/commit this was resolved? Just got the same error message with "version": "v0.16.2".

Wasn't able to finish the PR yet. Still some open Windows related issues.
